A Plan for the Region

Leacock, Paradise, and Salisbury Townships are working together with the Lancaster County Planning Department and other partners to create a new comprehensive plan for the Pequea Valley Region. This plan will follow the same structure as the Lancaster County comprehensive plan called places2040.

Public Meetings

The Lancaster County Planning Department completed an initial draft of the plan (called the Committee Draft) in September 2025. This draft was discussed at a public meeting on September 18, 2025 (see Committee Meetings below).

County staff are working to complete a revised draft by late fall of 2025. Changes to the draft will reflect input provided at public meetings and /or shared with project staff. Committee Meetings

The comp plan committee will help to shape the plan’s direction. Members will include local officials and staff, school districts, business owners, community leaders, and residents appointed by each township. Stakeholders from the community and Partners for Place will be invited depending on the topic of discussion. This committee will meet approximately 9 to 10 times over the course of the process, rotating between the three townships included in the plan.

Project Team Meetings

A project team consisting of county and municipal staff will hold progress meetings. They will oversee the planning process, ensure updates are communicated to the respective boards, and monitor the progress of completing the plan.
