Transportation Element
On June 27, 2016, the Long Range Transportation Plan, Connections 2040, 2016 Update, was adopted by the Lancaster County MPO as the federally required transportation plan. It was then considered by the Lancaster County Planning Commission on September 26, 2016, which recommended approval of the plan to the
Board of County Commissioners. The Board of County Commissioners held a public hearing and adopted the plan on October 5, 2016, as the updated transportation element of the Lancaster County Comprehensive Plan.
The LRTP provides a guide for improving, operating, and maintaining our surface transportation system through the year 2040. It was developed to be responsive to laws and priorities at the federal, state, and county levels, and is consistent with:
- Envision - the Lancaster County Comprehensive Plan
- Moving Ahead for Progress in the 21st Century (MAP 21) - the current federal surface transportation act
- Clean Air Act Amendments of 1990
- Pennsylvania on Track and the Comprehensive Freight Movement Plan
Focus
Through its goals and strategies it focuses on:
- Targeting transportation investments to support smart growth
- Maintaining and improving the county’s multi-modal infrastructure
- Improving safety and security
- Managing and operating the transportation system to reduce congestion
- Protecting the county’s natural and historic assets
