Notifications Pertaining to Grant Opportunities, Letters of Support, & Environmental Permitting
Notifications received by LCPD generally fit into one of two categories: those required by the Department of Environmental Protection (DEP) for permitting and/or funding, and those without any DEP connection. This first category includes Act 14 Notifications/National Pollutant Discharge Elimination System (NPDES) Permits, Water Quality Management (WQM) Permits, Chapter 102 Notifications/Erosion & Sediment Control (E&S) Permits, Land Use Planning Forms (LPF), and Multi-municipal Planning Forms. The second Notifications category includes requests from applicants seeking LCPD support of their quest for project funding from non-DEP sources.
Notifications can be submitted to LCPD by municipal leaders, planning consultants, and others via the e-submission portal. If guidance is needed when registering as a first-time applicant or while completing any subsequent submissions, please refer to the Help function provided throughout the Notifications application. Questions can be shared with LCPD’s Applications Coordinator, Farah Eustace, through the e-submission portal, via an email to feustace@lancastercountypa.gov, or by calling or 717-299-8333. LCPD does not collect any fees associated with Notification submissions.
Applicants may include the following attachments to their Notification submissions:
- Applicant’s Sample Letter of Support (only when customized, letter-form responses are desired);
- PA DEP’s County Notification of Planned Land Development for Chapter 102 Permits;
- PA DEP’s Land Use Planning Form (LPF) – Appendix A;
- PA DEP’s Multi-municipal Planning Form – Appendix A; and
- Customized forms created by applicants for LCPD completion.
Once received, most Notifications requests will be reviewed for accuracy, completeness, and consistency with Lancaster County’s Comprehensive Plan, places2040, by LCPD Liaisons assigned to specific county regions identified here Version OptionsNotifications Pertaining to Grant Opportunities, Letters of Support, & Environmental PermittingHeadline. In some cases, Notifications related to open space planning and connectivity will be reviewed by Michael Domin, AICP, Principal Planner, while other notifications related to transportation improvements will be reviewed by Kristiana Barr, Principal Planner.
In response to each Notification request, LCPD produces one of these review documents for applicant use:
- A basic Notification Regarding County Comprehensive Plan (places2040) Consistency;
- A letter-form Notification Regarding Grant Request Support & County Comprehensive Plan (places2040) Consistency signed by LCPD’s Executive Director;
- A Notification Regarding Applicant’s Form Completion to accompany various PA DEP forms (e.g. Chapter 102 Permits, Appendix A, etc.) or customized forms submitted by applicants; or
- A Notification Regarding Grant Request Support & Metropolitan Planning Organization (MPO) Transportation Plan Consistency signed by LCPD’s Executive Director.

Many programs in this list require letters of support or consistency from the Lancaster County Planning Department (LCPD). The information provided here is meant as general guidance. Grant applicants should check with the funding agencies for the most up-to-date information and deadlines for their respective programs.
