Proposed places2040 Amendment (2025)

Places2040 is the Lancaster County comprehensive plan adopted by the Lancaster County Board of Commissioners in 2018. Lancaster County Planning Department (LCPD) staff drafted an amended places2040 plan in 2025.

The public review period for the amended plan is now open. Please provide your comments by Tuesday, January 6, 2026 using the form at the bottom of this page. Additions to the plan include:

  • An overview of LCPD’s big idea workshops (2020-2022) and growth area recalibration meetings (2023-2025);
  • A summary of the planning process for the amended plan;
  • A revised Lancaster County Future Land Use and Transportation Map with:
  • Updates to landscape character sectors and buildable land;
  • Growth area boundary adjustments proposed by municipalities; and
  • Investment areas for possible future study – places with the potential to accommodate future growth.

An online copy of the amended plan is available at the link below. A printed copy will be available for review at the December and January meetings of the Lancaster County Planning Commission:
