The Lancaster County MPO created the Traffic Safety Action Plan to reduce the number of serious and fatal crashes in the county. The plan is based on countywide crash data and a public input process. The plan was officially adopted by the Lancaster County MPO on October 28, 2025.

Traffic Safety Approach

Our approach includes roadway design, policies, education, and more to create a safe road system. A wide range of local partners are being included in the process of making streets safer and more comfortable for everyone. We are building upon the work of the City of Lancaster's 2020 Vision Zero Action Safety Plan.

High Injury Network

The High Injury Network is the set of roadways within our county that have had the most life-changing crashes over the last 5 years. This network is where new safety measures are needed the most. We created maps to show where these crashes occurred, based on how people were traveling at the time of the crash. We have a map for each of the following:

  • Motor Vehicle (Cars, Trucks, and Motorcycles)
  • Motorcycles
  • People Walking
  • People Biking 
  • Buggies (Horse and Carriage)

Urban and Rural Motor Vehicle High Injury Network Map

Goals

  • Allow community members to share and report roadway safety concerns
  • Engage under-represented populations in the planning process. 
  • Engage community members on potential safety solutions
  • Gather municipal and PennDOT feedback on safety measures and performances

Following the Plan: 
Supporting Transportation Projects

After adoption, this plan will be used by the Lancaster County MPO to fund transportation projects designed to lower the number of serious crashes. The adoption of this plan will allow local partners to successfully apply to more safety funding sources. We will also continue education on road safety. It will take all of us to create a truly safe transportation system!
