Residents need access to active transport alternatives. Biking improves health, reduces pollution, and lowers the cost of living. Mandating the creation of functional bike infrastructure that directly cross, rather than meander through subdivisions in all new developments would increase accessibility to services, schools, parks and commercial centers by bike. These links should become an integral part of planning. Current opportunities include bike greenways linking Lancaster City with Greenfield via the Goat Path, Lancaster City to Park City via Noel S. Dorwart Park, and the possible creation of a protected bike lane on Lemon Street, by making this street one way and moving on-street parking closer to the center of the road to create a protected lane for bikes. In addition, better links need to be created to cross route 30, 501, Fruitville Pike, 23 and Manheim Pike. This corridor could be a primary bikeway, if proper bike infrastructure is established to facilitate crossings.

Today at the Fifth Friday at LCPC discussion we discussed financial and legal impediments to more effective growth management.. Banks are inherently risk averse making it difficult for developers to be early adopters of new forms in land development, even when they know they can market and sell higher density and mixed use projects. Some jurisdiction have explored the use of flexible form-based codes that allow building use to evolve and adapt to changing market and financial realities. We should expect residential over commercial buildings to be viable (yet) in our suburban communities. Instead, we should be allowing the form of suburban blocks and neighborhoods to incrementally change over time. Currently the city of Lancaster has no public skateparks in the downtown area. I'd love to see a plan to build a series of free, concrete, outdoor skateparks in underutilized parks in the city (think Reservoir Park on the east side, Farnum and Brandon Parks on the south side). By building multiple smaller parks throughout the city, it would impact more communities, while also working to prevent overcrowding. There is a huge need for access to the internet for all constituents from urban to rural. While many areas have options for connectivity, not everyone has the luxury of high-speed broadband.

There is a huge need for access to the internet for all constituents from urban to rural. While many areas have options for connectivity, not everyone has the luxury of high-speed broadband.
Besides the need for internet access, local governments also have a need for connectivity between their buildings and sites. Having a high-speed network infrastructure in place can lead to a large reduction in OpEx costs to maintain local services.
Having an easily accessible network infrastructure to connect public infrastructure assets like water meters, traffic controllers, cameras, sensors, temperature monitors, and all the like can lead to a dramatic reduction of maintenance cost. This could set the stage for preventative maintenance and the avoidance of catastrophic failures that, if telemetry data was available for analysis could have been prevented.
I am proposing a plan to make this possible. If anyone on here finds this to be interesting please contact me for more information.

Congestion on Rts 30/222 are nightmares! We commute weekly to Maple Grove for duplicate bridge. Relocating and keeping doctors in the Reading area is a priority. Going any farther than 772 is not in our thinking. The Oregon Dairy planning is right up our alley for its proximity to Reading. I do realize that there are concerns for the surrounding folks already living in the area.

We could use your help in Clinton county trying to plan for growth while balancing and protecting our natural resources. Looking at reviewing our ordinances and thinking about long range planning. We are a heavy ag township with some industry (slaughterhouse and a couple other entities). Anyone you can recommend?
