Best Practices for Multi-Municipal Planning & Intergovernmental Cooperation

Monday, April 30th, 2018  4:00 pm - 6:30 pm


A key goal of Lancaster County’s new comprehensive plan – places2040 – is to plan and work together across boundaries of all types. Land use decisions in Pennsylvania are made by municipalities – but our corridors, landscapes, and communities rarely adhere to political boundaries; the impacts of development in one municipality are almost always felt by its neighbors. Through expert presentations and a panel discussion, this seminar will explore how thinking beyond boundaries can result in better planning and less sprawl, more connected transportation and infrastructure networks, cost savings, and other benefits. Presenters and panelists will discuss existing planning and legal tools for working and planning together, benefits of working together, experiences with local intergovernmental projects, best practices, which tools are most likely to find broad appeal locally, and how to overcome common obstacles.


CONTENT / QUESTIONS TO BE ANSWERED:

•What are the effects of fragmentation on costs, provision of services, infrastructure, growth management, etc?
•Why should local governments work together, plan together?
•What planning & legal tools can Pennsylvania jurisdictions use to collaborate, work together, share resources, and plan together?
•Where have local governments successfully collaborated? What tools did they use? What have outcomes been?
•What are the obstacles to collaboration? How can we overcome those obstacles?
